Reasonable Suspicion
Definition: Reasonable suspicion is based on an officer's training, experience, and observations, leading them to suspect that a crime may have occurred, is occurring, or will occur. This suspicion is not based on concrete evidence but rather on the officer’s assessment of the situation.
Application: Reasonable suspicion allows for the detention, questioning, and GSR testing of individuals. However, it does not permit a search or arrest. For instance, an officer may stop and question a person behaving suspiciously but cannot conduct a search or make an arrest without further evidence.
