Crime Scene Handling

1. Initial Response

  • Secure the Scene: Set up a perimeter to keep unauthorized individuals out.

  • Assess the Area: Identify any hazards, locate evidence, and ensure nothing is moved or disturbed.


2. Witness Management

  • Interview Witnesses: Speak with anyone on scene and gather their statements.

  • Record Information: Write down or record statements. Get names and contact info to follow up if needed.


3. Scene Management

  • Assign Roles: Officers should be clearly assigned to:

    • Handle evidence

    • Interview witnesses

    • Maintain scene security

  • Communicate Clearly: Keep all units updated over the radio or through a designated lead.

  • Evidence Handling:

    • Log who collects each piece of evidence and when.

    • Store evidence securely to prevent contamination or tampering.


Important Rule – Officer Incapacitation

  • If any officer is downed during the scene, they are not permitted to return to collect evidence.

  • Evidence collection is only allowed if officers successfully control and secure the scene without being incapacitated as a group.

  • If all officers are downed or forced to retreat, the scene is considered lost, and evidence cannot be recovered.


4. Post-Scene Procedures

  • Debrief: After the scene is secure, review the events with all involved officers.

  • Plan Next Steps: Based on findings, decide if further investigation, warrants, or follow-up interviews are needed.
