Use of Force
The Use of Force Continuum provides a structured framework for officers to follow when responding to various situations. It outlines a range of actions that officers may take, escalating or de-escalating their response based on the evolving circumstances. The goal is to use an appropriate level of force that aligns with the situation's demands, with the possibility of moving between levels as necessary.
Level 1 - Officer Presence:
Overview: No physical force is applied. The simple presence of a police officer can be sufficient to prevent crime or calm a tense situation.
Application: Officers project a professional and non-threatening attitude to positively influence individuals and potentially resolve issues without further intervention.
Level 2 - Verbal Communication:
Overview: Force is non-physical and involves verbal engagement.
Application: Officers issue clear and composed commands such as "Please show your identification and registration." If necessary, commands may be made more direct or urgent, such as "Stop" or "Don't move," to secure compliance.
Level 3 - Physical Control:
Overview: Officers use physical force to manage a situation.
Application:
Soft Control: Techniques such as tackles are employed to restrain an individual.
Hard Control: More forceful methods, including strikes and kicks, may be used if needed to gain control.
Level 4 - Less-Lethal Techniques:
Overview: Officers utilize non-lethal tools and methods to control the situation.
Application:
Impact Tools: Items like batons may be used to subdue a combative individual.
Conducted Energy Devices (CEDs): Tasers can be deployed to incapacitate a person from a distance using a high-voltage, low-amperage electrical shock.
Level 5 - Lethal Force:
Overview: This level involves the use of deadly force and is reserved for situations where there is a significant threat to the life of the officer or others.
Application: Officers may use firearms or other lethal weapons to neutralize a threat when necessary to prevent imminent harm.
