Gang Shootouts
Definition
A gang-related shootout involves two or more individuals engaging in a gunfight, meeting these conditions:
Occurs within one block of a gang’s known home base.
Involves identifiable gang members, often wearing colors.
Max of six attackers against a defending group.
Response Actions
Before Engagement:
Establish Perimeter: At least 2-4 officers (1-2 units) stationed outside a two-block radius.
Deploy Air One: Air One provides aerial intel and confirms when it’s safe to move in.
Ground Units Hold: Do not enter until Air One clears the area. If Air One is unavailable, enter when safe.
After Gunfire Ends:
Move In: Provide medical aid to all downed individuals.
Confiscate Illegal Items: Seize any illegal weapons or contraband, then release suspects.
Escalation Rule: If the same area or groups are involved in five shootouts within 48 hours, all participants (win or lose) are charged with gang-related shooting (20 months jail, $10,000 fine).
