Code Red: Neutralization of Suspects

Code Red is declared when suspects pose an imminent and severe threat to officers or public safety. This status allows for decisive action to neutralize threats. Code Red applies to all situations, not just vehicle pursuits.

Actions permitted under Code Red:

  • Officers may neutralize suspects, including drivers, passengers, or individuals on foot, using firearms.

  • Officers may shoot out vehicle tires if needed to immobilize a vehicle involved in the threat. Shooting vehicle tires from a vehicle must be done by a passenger in the vehicle.

Situations that justify a Code Red include:

  • Suspects have kidnapped an officer and refuse to negotiate or release the hostage.

  • Suspects have fired upon officers or the public and refuse to comply with commands to surrender.

  • Suspects have posed a general threat through violent actions, such as shooting/stabbing or endangering civilians, and refuse to comply with lawful orders.
